The Winter/Rules Meeting, November 14th 11:am, at the Church

Special one year rules
1). Pass  Expand the reserve roster by 2 for THIS SEASON ONLY. You must cut down to 35 total players 2 weeks after the 900 card list is out and before Trading Season begins in 2021.  Steve(Fire Frogs).
                        RE: this is to accommodate the number of players that elected to opt out the 2020 season or for players that didn't get a chance to play in 2020. 
                               Every team was affected by the events of 2020 and this is to allow all teams to not lose control of players due to COVID-19.
2). Pass All non-carded players will be exempt from Rule #75, and may be retained by the team that holds them without incurring any consectutive year non-carded penalties. Dave(tggers).
3). Pass For number of games allowed for players, starts for pitchers and relief innings, use a straight multiplier to get from the MLB 60 game season to our SCBL 84 game season. Dave(tggers)
                   Multiply MLB games by 1.4, Starts by 1.4 and Relief innings by 1.65, then round up.
4). Use the MLB runner on second in the 10th inning and beyond. Bill(Crush)
5). After a team plays their 42nd game, but before they start their next series, they may exchange 1 player from their active rooster, with a carded player from their reserves. Dave(tggers). 
                  The change must be announced to the league at least 48 hrs in advance of their 8th series. 
                  Option: The original 28 active cards are the only cards elligable for the playoffs.

6). 26 player roosters just like the MLB. Steve(Fire Frogs).

7). IF APBA makes all pitchers for the 2020 season, 7-8-9 cards for batting, each division may vote to have the DH for division play, or against other divisions that vote for a DH. Dave(tggers)
                  Each division must have at a minimum 3 votes approval, for the DH rule to be implimented. DH's will not be used for playoffs or against any division that does not have the DH rule.
General Rule Changes
1). Pass Effective for the 2020 meeting and beyond. You must be present at the rules meeting for your vote to count toward any rule's decisions. Rule 66.d.  The commissioner can overrule this for extenuating circumstances.  Steve(Fire Frogs).
2). May call an intentional base on balls anytime before the dice have stopped rolling. Rule 22. Dave(tggers)
3) Pass . IF the league can not find a 15th member, re-align the league divisions to: div 1                 div2                   div3

1). Pass A minus grade pitcher advances to a straight A grade after 8 scoreless innings. We don't limit any other pitchers from advancement to an A, why the limit on the minus? Amend Rule #26.   Steve(Fire Frogs).

2). Pass Adopt the player availability chart for the 2021 SCBL Season,  in place of the 162-game chart we normally use. Steve(Fire Frogs).

Board Changes

1). 'V' Pitchers -  With Runner on 2nd and 2 outs only, a roll resulting in a '1' on the players card will be a home run. Mike(Trucks).
2). Pass Change Play Result Number, PRN #12, with Runner on 3rd base to the following:  Fly out to 1B, Runner Holds (1B4 or 5): Runner out trying to score, DP 3-2.  Mike(Pond Scum)
3.) PRN #23 with a Runner on 1st; runner out stealing and ejected for arguing. Rich(Sultans) 
                    Change to not allow pitchers to have this happen. Pitcher out at first 1-3, (Might be a moot point next year).
4). With runners on 1st & 2nd, a role of 1 with a G pitcher make it a double. Steve(Fire Frogs).
5). For all 'V' situations on a roll of a '1' on the players card, roll 1 die 1-5 = Double, 6 = Home Run.  Mike(Trucks)
                      this will allow the possibility of a home run against a 'V' pitcher on a roll of a '1'
                      this will not significantly increase game time as this does not come up more than a couple of times a game at best
                      If we think that this takes too much away from the pitchers ability to stop home runs, we could add an additional base situation, for instance, runner on 3rd, add the 'V'.
1). Modify Rule #49, the L rating for pitchers, by lowering the Hits-per-9 Limit slightly by .4 H/9.  Mike(Pond Scum)
       Recommendation - Change the range of L pitchers and reevaluate in 2 years to see if the new range is closer to a 1/3 L and H ratings split.

 In past years, L pitchers comprised about 1/3 of all pitchers. For example, if we take all pitchers in the 2014 and 2015 drafts combined, 31% of the Pitchers had an L.
 This percentage has grown significantly to the point where in the 2018 and 2019 drafts, 50% of them had an L.  In 2020, 54% of the pitchers in the SCBL had an L.
2). I propose a 30 man roster with 2 reserve spots. 17 players and 13 pitchers.  Bill(Crush)
                  2 individual carded players listed at each fielding position with 1 extra pick for a position of choice.
                  The 13 pitchers will cover any new dumbass rules APBA can throw out that limits us from calling our own shots,
                   and there should be no problem with games played or innings pitched.
