General rules:



1.  Rule 10 Exception:, -- Mike Montijo - Pond Scum  --  PASS  --  9-0

 

              If both managers agree, internet play can be substituted for Face to Face play in a series. 

 

                   Summary

               While Face to Face play is set in the rules and has been the practice in SCBL for decades, 

               there may be occasions where internet play can be used by teams in agreement to help keep up with the schedule. 



Player usage rules;
 
 
1.  BASE STEALING #34 - Steve Radtke - Fire Frogs  --  WITHDRAWN
Add master game rated base stealer to our current allowed steal chart.  Players rated E30-E36 and F34-F36 be allowed to straight steal in the 6th inning or later, with one or two outs, while ahead by 2 or less, tied or behind by 2 or less.  The new steal chart would look like :
                              A/B 36 = 13
                               A/B 35 = 14 
                               A/B 34, C/D 36 = 15
                                A/B 33, C/D 35 = 16
                                A/B 32, C/D 34 = 21 
                                 A/B 31, C/D 33 = 22 
                               A/B 30, C/D 32 = 23

                               A/B 28, C/D 30, E31 = 25 
                               A/B 27, C/D 29, E32 = 26 
                              A/B 26, C/D 28, E33 = 31

2.   Base Stealing #34 - Dave Hachten - tggers hb  --  PASS  --  9-0
               Due to a 40% increase in MLB stolen basses, we should restrict attempts, (there will be plenty of 11's and 10's this year), but increase, slightly, the numbers of players that can get a called steal, (the MLB was up HUGE).
 
               Split the Called Steal groups into 3; A, B, C.
                  A =  Master Game Grade  A only, May steal anytime, (just like the MG).
                  B =  MGG  B, C.  May only steal, ahead by 1, tied or behind by 1.
                  C =  MGG  D, E.  May only steal, ahead by 1, tied or behind by 1, after the 6th inning.

              All players that dont qualify for a CSN, will be handled as we currently do. (Fast, medium and slow runners).

              The Conversion Chart was also altered by lowering the odds to the CSN base by adding 1 to roll for a safe result, to 14. (As it was in 2021)

3.  Base Stealing #34 - Dave Hachten - tggers hb -- PASS --  9-0

              Increase the Called Steal of +5 for a steal of 3rd to +7
 

4.    The PLAYOFFS #66 & #67 - Mike Davis -- PASS --  9-0
 
Rule 66.  playoff starters can be used as relief pitcher.
the rest of the rule remains the same . they are limited to 1 relief appearance per series for a maximum of 3 outs, with at least one day of rest before or after a start.

Rule 65.a. the minimum rotation of 4 starters for a series must be announced before the 1st game.  the rotation once set may not be altered unless the opposing manager consents.  All pitchers not announced as starters are considered relievers.  exception: split grade pitchers as described in sections c and d.
 
 
5.    The Designated Hitter    - Dave Hachten - tggers hb  --  FAIL  --  3-6

                
              Change the DH position.  Our version would be that the DH is in the game as long as the starting pitcher is in the game.  
                      Once the SP is removed, then the DH would be removed. From this point of the game moving forward, and we would follow the MLB rules at that point for the DH.
 
 
Discussion Topic  ---   
 
1.   Tanking, is it a legit strategy, within in league structure?  TANKING or SANDBAGGING or throwing a season; is frowned upon. Doing your best with what you have, is Good Sportsmanship.
 
2.  Rules arbitrarily applied --  Propose that the SCBL Rules and Guidelines be followed. If there are rules not being followed, then those rules need to be changed or modified or deleted. 
                                                       
                                                      
 
 

Board Changes;

1. New Rule - Mike Davis - Trucks --  WITHDRAWN

   Runner on 3rd base only, roll result is a 1st column 6, it is a Home Run (this includes double column cards with a 6 in the 1st column)
 
 
2.    -New Rule 1, addition  - Dave Hachten - tggers hb  --  PASS --  7-2

           For 2 column cards, all 1st column extra base results ( numbers from 2-6 ), will be treated as a Single column result.

3.  V Grade Reduction   - Dave Hachten - tggers hb  --  FAIL  --  4-5

          With Runner on 2nd, Drop the V, (the G covers it).  This would weaken the V by 15%.

 
4. Rule #25a & 25b modification - Charlie O. - Bombers  --  FAIL  --  3-6
 
   For any V or G pitcher:   When a 1 appears on the game board - reroll one die. If reroll is a 1, leave as a 1.  If reroll is 2-6 change to a 6.
