2016 Rule Proposal Page
This page is pursuant to section V, Rule #29
The rule proposal period has ended
NOTE: It looks like APBA did NOT update the game for this upcoming season. This means we have purchased a new set of Boards and comparing them to our current set, we match theirs, (Rule #75). APBA has confirmed that the no new boards are shipping out, only the 2013 copyright boards, we already have.
As an advanced option APBA is going to install a new pitcher fatigue rating as an advanced option to the Basic Game, since no one proposed a rule for the starters this season, we'll have to wait until next season.
(if a rule proposal has been pulled by its author before a vote could be made, it will be struck through)
General;
A. disposition of the A's/Minions; December 1st deadline for Bruce, (or some one else), to take the team. (passed)
1. If the team is taken; 3 divisions TBD by league consent, and the A's/Minions draft last in each round.
2. If no one has taken the team at the deadline; Same divisions as last season, Home and Away games swapped, with mystery 14th series.
A's/Minions players go back in the draft, eligible to be drafted by any team.
1. No board changes to be made or any xtra player restrictions or limitations such as fatigue without a majority vote from membership. -- Crush (failed)
2. Final rosters are due 3 weeks (not 2) after the replacement draft and the March deadline for Team stats will be the 18th, (not the 11th, for this month only).
-- Scrubs (passed)
This would give us a week of spring training to track players as opposed to making final rosters while only pitchers and catchers have reported.
3. No Player may be traded between the same 2 teams in consecutive years. -- tggers (failed)
.

Board Changes;
1. Go back to the old A&B, A&C pitching charts - Crush (failed)
Stop the Home Runs and cut down on Doubles
2. With Runners on 1st and 2nd Base: Change PRN 36 from: Passed Ball, Runners advance 1 base, to: Passed Ball, Runners advance 1 base (C 8-9: Catcher smothers ball, no advance) -- Pond Scum (passed)
This adds one instance of individual Catcher fielding to the Boards. Currently, there are almost no results from individual Catcher fielding.
3. Lets simplify bases empty rolls PRN 22 and PRN 23 as follows; -- MC Trucks (failed)
Bases Empty:
PRN 22 = Single
PRN 23 = 1st on error Pitcher
Saves extra Rolls, and the need to look up the pitcher's defensive ratings.
4. Increase the base numbers for Team Fielding -- tggers (failed)
Team fielding 1 => 42 team fielding 2 => 38
In theory this would make higher defensive ratings slightly more valuable.
5. Change board results 18, 19 and 20, for fielding SS=10, 3B=6, and 2B=9, to: - *out at first. -- Pond Scum (passed)
This would eliminate the die roll(s) and reward better fielding.
6. Restore the PRN#22 to the 2014 board results with bases empty -- tggers (passed)
22 - Single past Pitcher up the middle (P-1; #1-3 = 1st on E-P)
7. Expand and fully implement the Master Game H, G, L and M, Homerun Pitcher ratings -- tggers (passed)
The corresponding SCBL ratings of V, G, T and M would be used.
1. On a result of PRN 23, Bases Empty roll 1 D6 - Crush
2. On a result of PRN 38 Bases Empty - Crush
4. Fully implement the Master Game Home Run Allowence Letters - Crush
5. Change the PRN 22 back to the 2014 Bases Empty board result - Crush

Player usage;
1. Get rid of the " - ", minus, from the pitchers grade - Crush (failed)
Enough tweeking, we gave the hitters more hits
2. The adoption of a High/Low hits chart for "-" pitchers where the range is halfway between the non-minus pitchers as attached. (A- halfway between A and B, etc.) -- Pond Scum (passed)
This would help reduce the likelihood of a higher grade pitcher being worse than a lower grade pitcher.
For example, a left handed A- could have an "H" because he must meet the "A" pitcher High/Low chart, while a left handed "B" pitcher might not have the "H".
With most batters being right handed, the A- pitcher would be a B in most cases and have the H, making him worse than the left handed B pitcher without the H.

3. For Z+ pitchers: After the initial roll for a BB against a Z+ Pitcher, (1-3 = 2 balls, 4-6 = walk), alternate the 2 balls or walk for every result that a Z+ Pitcher would have,
for the remainder of the game, (including relievers). -- Pond Scum (failed)
This reduces the number of die rolls and evens out the luck involved.
4. Each Team must start each season with a minimum 180 Relief innings. -- Sultans (failed)
5. Allow all Carded Players on a Team, (35 players max), to be used in the first
month
-- Sultans
IF any rule that limits Pitchers to, the Batters Faced fatigue ratings, are passed by the SCBL..
6. Like all other relievers, a C reliever goes down one grade after 2 innings pitched
-- Scrubs (failed)
7. Use the new pitcher Fatigue factors for Relievers only in 2016 -- Pond Scum (failed)
to see if it works well for our league. A relief pitcher who faces his
designated number of batters, drops 1 grade at the start of the next
inning he pitches.
He does not drop a grade in the inning where he meets
his number, unless existing SCBL league rules dictate so.
8. If any Team uses all their relief innings, for every inning a position player pitches, 1 EDP point will be removed as penalty from that Teams Season total -- tggers (passed)
